Mayor of London strengthens OPDC board and committee team

The Mayor of London, Sadiq Khan, has appointed six new members to the Old Oak and Park Royal Development Corporation (OPDC), which is responsible for one of the capital’s largest regeneration projects.

Five new board members and one new planning committee member will join the organisation, which is overseeing the redevelopment of extensive brownfield land in West London which it says will provide tens of thousands of new homes and jobs.

The appointments follow a recruitment process that attracted more than 200 applicants. According to City Hall, those chosen bring senior-level experience across regeneration, housing, planning and infrastructure.

The new board members are Alexander Jan, chief economic adviser at the London Property Alliance; Alison Dowsett, former managing director of policy and planning at Berkeley Group; Eleanor Young, director at Blackstock Partnership; Sarah McCready, director of social infrastructure and communications at Barking Riverside Limited; and Shahi Islam, director of affordable housing at Homes England.

Changes to OPDC’s planning committee include the appointment of Hannah David, director of planning futures and a former local authority committee chair. Ms Young will also serve as the board’s nominee on the committee, while William Hill will continue as chair.

Karen Buck, chair of OPDC, said: “I am delighted to welcome six such talented and knowledgeable individuals to bring their considerable expertise to our Board and Planning Committee. OPDC’s vision for Old Oak will create a revitalised and inclusive urban district in the heart of West London and they join the organisation at an exciting time with plans progressing at pace.”

Incoming OPDC chief executive Matthew Carpen, who starts on 6 Octobet 2025, added: “Our new Board and Planning Committee appointments further strengthen OPDC’s already experienced and diverse leadership. I look forward to working with them in the years ahead.”
