Acton dumpling manufacturer fined £78,000

A dumpling factory on Colville Road in Acton has been fined a total of £78,000 after admitting more than 20 breaches of food safety regulations.

Limasole Ltd, which trades as Hong’s Dumplings and supplies frozen dumplings and gyozas to Asian supermarkets and restaurants, pleaded guilty to 20 offences under the Food Safety and Hygiene Regulations 2013. The company and its director, Zhuo Yu “Sharon” Zhao, of Baronsmede, Ealing, appeared at Isleworth Crown Court on 2 February 2026.

The court fined Limasole Ltd £45,000 and ordered it to pay a £2,000 victim surcharge and £17,000 in costs. Zhao was fined £8,000 and ordered to pay a £2,000 victim surcharge and £4,000 in costs.

Ealing Council said its food safety officers found multiple hygiene breaches during inspections at the Colville Road site in March and June 2024. Inspectors reported food production taking place next to construction works, with construction dust present and flaking paint directly above a production line. The council said officers also found dirty or damaged equipment and a rodent bait box on a work surface.

A remedial action notice was served in March 2024, prohibiting use of the dumpling production room for food handling or processing until improvements were made. The notice was lifted the following month after the council said standards had improved.

However, an unannounced inspection in June found a dirty and mouldy conveyor belt being used and said there was no hot water for handwashing or sterilising equipment. A second remedial action notice was issued, requiring production to stop immediately, and was lifted in July 2024.

The court heard that during the June suspension, the company continued to produce food at the factory and later enquiries found evidence that products were also sold.

Kamaljit Nagpal, Ealing Council’s cabinet member for decent living incomes, said: “Our food safety team works tirelessly to ensure that food businesses in the borough are operating to legal hygiene standards. It is vital that these businesses act responsibly to keep their customers safe, as the consequences of dirty working practices can quickly lead to substantial outbreaks of sickness.
