Hanwell locals voice anger over 12-bedroom HMO plans

Residents have reacted angrily to plans submitted to Ealing Council by a property developer to convert a Hanwell house into a 12-bedroom House in Multiple Occupation (HMO), raising fears over anti-social behaviour and the impact on the area.

The proposal, for 70 Greenford Avenue, W7, seeks permission for the change of use from a dwellinghouse (Use Class C3) to a 12-bedroom HMO (Sui Generis). The applicant is listed as Mr Issacharof, with the scheme submitted on behalf of the owner by Redwoods Projects.

The plans include a single-storey side and rear infill extension, a first-floor infill extension, and alterations to the building’s side elevation, alongside wider internal and external works. The property would be reconfigured to accommodate multiple tenants with shared facilities, along with provision for refuse and cycle storage and amenity space.

According to documents submitted with the application, building works could begin in August 2026 and be completed by November 2026, if approved.

As of 13 April 2026, a total of 163 objections had been lodged, with no letters of support recorded. Residents have raised concerns about the scale of the development and its potential impact on the character of the area.

One objector said the scheme was “not suitable for a family area”, adding there are already “too many HMOs that cause problems and antisocial behaviour”.

Another described the proposal as “extreme overdevelopment”, arguing the loss of family housing could affect the local community and nearby schools.

Concerns were also raised about waste provision, with one resident warning that a 12-bedroom HMO would generate “a substantial amount of waste” that current bin arrangements would not adequately manage.

The consultation period runs until 30 April 2026, with residents able to submit comments before Ealing Council makes a decision.
