A shisha bar and restaurant in Ealing has been granted permission by Ealing Council to stay open until 5am three days a week.
Tiger Bay, at 9-11 Royal Parade by Hanger Lane Roundabout, is currently open 12pm until 3am seven days a week, however councillors granted permission to extend this to 5am Thursday through Saturday, and 3.30am Sunday to Wednesday. Council environment officers objected to the application on the grounds that it would cause a nuisance for the tenants living directly above the venue.
Despite officers claiming to have information which alleges residents are “concerned”, no residents raised any objections to the application, nor did the Metropolitan Police. The basis of the environmental officers’ concerns related to noise.
However, the venue has taken steps to reduce potential noise, such as introducing a noise limiter and constructing an acoustic lobby in February. Since then, no noise complaints have been raised against the venue.
The granting of the licence means Tiger Bay will have the latest licence in the entire borough. Tiger Bay is primarily a shisha bar whilst serving a curated menu of food and alcoholic beverages.
It also hosts live performances, with resident DJs and live entertainment every weekend. The bar has been operating in Hangar Hill for eight years so far.
According to the applicant, the venue could host 110 patrons at any one time. This includes 40 people in the restaurant, and up to 70 in the shisha lounge.
There are three other venues outside of the borough in locations such as Enfield, Kingsbury and Harrow. According to the applicant, the venue intends to become a hotspot for those working in the nightlife industry, which is why the late closing time was requested.
Returning the decision, Councillor Rima Baaklini said that councillors were “satisfied” that the application was appropriate, and objections had been taken into account. She outlined that the committee was not satisfied that the extension of opening hours would cause public nuisance.
The venue will have to follow a number of conditions. This includes installing and maintaining a CCTV system covering all entry and exit points and keeping all windows and doors closed after 10pm.
Additionally, alcohol can only be supplied by a waiter or waitress to customers who are seated at a table or counter. The venue must also provide a telephone number for local residents to use if they have noise complaints, and all complaints must be recorded in an incident log.
