Developers invited to bid for £10bn Old Oak scheme

The Old Oak and Park Royal Development Corporation (OPDC) has begun the search for a private sector partner to help deliver the £10bn transformation of Old Oak in West London.

The huge regeneration project, which includes North Acton and East Acton, is set to create a new district around Old Oak Common station, with plans for 8,000 new homes — including affordable housing — alongside shops, workspaces, community facilities and two new public parks across 31 hectares of brownfield land.

The development is centred on the new Old Oak Common transport hub, where HS2, the Elizabeth line, Great Western Main Line and Heathrow Express services will connect.

The procurement process officially opened on Thursday (28 May 2026) and is expected to lead to the appointment of a preferred development partner in early 2027.

The announcement was made at an industry event in central London attended by around 150 guests, including Rail Minister Peter Hendy and London deputy mayors Tom Copley and Howard Dawber.

Dame Karen Buck, chair of OPDC, said the move was another major step towards delivering “a new district for West London” focused on “innovation and inclusive growth”.

Matthew Carpen, chief executive of OPDC, said: “Today is a landmark moment for OPDC, for West London and for the future shape of this city.

“With 31 hectares of public land at Old Oak now under a single, unified strategy, we have been given an incredible responsibility to move from planning into delivery at pace.”
