Acton shisha lounge fined over smoking breaches

An Acton shisha lounge and its director have been fined thousands of pounds after breaching smoke-free laws, following enforcement action by Ealing Council.

Aldiyar Ltd, trading as Al Diyar on 19-21 Acton High Street, and its director, Hussein Abdalkazim Hussein, pleaded guilty at Uxbridge Magistrates’ Court last month (3 March 2026). The court heard they had failed to prevent smoking in a smoke-free area and did not display the required no-smoking signage.

The company was fined £3,000 and ordered to pay a £1,000 victim surcharge. Hussein was also fined £3,000, alongside £2,223.70 in costs and a £1,000 victim surcharge, resulting in a criminal record.

Council officers first visited the premises in July 2024, where customers were seen smoking shisha in an enclosed space. Despite warnings, the issue persisted during a follow-up visit in December 2024.

Councillor Kamaljit Nagpal, Ealing Council’s cabinet member for decent living incomes, said: “Protecting public health and safety is a top priority for the council. Every business has a duty to operate responsibly, and when they repeatedly ignore smoking laws, we will not hesitate to take the strongest possible action.”
