Greenford teacher barred by conduct panel

A former teacher from William Perkin Church of England High School in Greenford has been banned from teaching after a professional conduct panel found he made inappropriate comments to pupils and urged them not to repeat what was said in lessons.

A Teaching Regulation Agency (TRA) professional conduct panel examined the case of Abu Tanvir and upheld a number of allegations against him, concluding that his conduct amounted to unacceptable professional behaviour and was likely to bring the teaching profession into disrepute.

The panel heard that concerns were raised in February 2023 after a pupil emailed to complain about comments made in class. Mr Tanvir was suspended on 7 February 2023 and the case was later referred to the TRA in May 2023.

The hearing took place virtually on 17 November 2025. Mr Tanvir did not attend and was not represented, though the panel noted he denied the remaining allegations.

Among the allegations found proved was that Mr Tanvir referred in class to a TikTok video in which, according to several pupil accounts accepted by the panel, a woman contracted an infection after being “fingered” with dirty fingernails. The panel said the remark went beyond what was necessary for teaching, describing it as gratuitous and over-familiar, and concluded it represented a serious breach of professional boundaries.

The panel also found that he referred to a specific pupil when discussing biological differences between men and women, making reference to the pupil’s breasts and/or weight. It concluded that drawing attention to a pupil’s body in front of classmates was inappropriate and carried a clear risk of embarrassment or ridicule.

In addition, the panel found that Mr Tanvir made comments that pupils reasonably interpreted as a request not to talk about what he had said in class, including asking pupils to “fight for him”. It said this was an abuse of his position and involved dishonesty and a lack of integrity.

Other allegations were not proved or were withdrawn, including claims that he told pupils to create Tinder accounts or to research “tea-bagging”. The panel also concluded that the proved comments were not sexually motivated.

The panel recommended a prohibition order with a two-year review period. Mark Cavey, a decision-maker acting on behalf of the secretary of state for education agreed, saying that a ban was proportionate and in the public interest, citing the seriousness of the findings and limited evidence of insight or remediation.

The order prevents Mr Tanvir from teaching indefinitely in schools, though he can apply for the decision to be reviewed after the minimum period set out in the order. He also has the right to appeal to the High Court within 28 days of being given notice of the prohibition order (20 November 2025).
