Ealing Council has outlined ambitious plans to deliver thousands of affordable homes, green spaces and high-quality jobs with a major new town in the borough being built, Old Oak.
Old Oak, located partly in North Acton, lies primarily within the borough of Ealing but also extends into Brent and Hammersmith & Fulham, making it one of London’s largest regeneration projects. The council has published a legacy framework in collaboration with the Mayor of London’s Old Oak and Park Royal Development Corporation (OPDC), setting out how the scheme can deliver long-term benefits for local communities and businesses.

The development is expected to see 25,000 new homes being built. Ealing Council says around half of them should be affordable, including 1,000 new council homes. The framework also outlines the need for diverse housing to support older residents, families, care leavers and those requiring specialist or temporary accommodation.
It also revealed that over the next 30 years, the development is expected to create 56,000 new jobs.
Council leader Councillor Peter Mason said: “The new town being built at Old Oak will deliver much needed new homes and jobs, as well as parks, for the borough. This framework sets out our ambition to ensure that everyone who already lives or works here can benefit from them.”
While OPDC serves as the planning authority, Councillor Mason emphasised the borough’s central role. He said: “Ealing Council remains the custodian of the communities, residents, and businesses within it. We are committed to further deepening our strong working relationship with OPDC to ensure that Old Oak offers meaningful, long-term opportunities for all.”
With its location benefiting from HS2, Crossrail and close proximity to Heathrow, Old Oak is expected to become one of the most connected parts of the UK. The framework also includes plans for at least four hectares of new open space and improved links to green areas such as Wormwood Scrubs and the Grand Union Canal.
David Lunts, chief executive of OPDC, said: “The regeneration of Old Oak will create a revitalised urban district for west London, bringing major new investment into the local economy alongside thousands of new jobs, affordable homes, and transformed public realm. Ealing residents will be on the doorstep of all the fantastic amenities and opportunities Old Oak brings in the future.”
Mr Lunts added: “We share Ealing Council’s ambitions to create an inclusive, accessible, and sustainable place for current and future generations and will work closely with Ealing and other host boroughs throughout Old Oak’s development.”
