Two men charged after counter-terrorism investigation

A man from NW10 and another from W2 have been charged with terrorism offences linked to Hezbollah after what police described as a proactive counter-terrorism investigation in London.

Annis Makki, 40, of NW10, and Mohamad Hadi Kassir, 33, of W2, are accused of attending terrorist training in Lebanon in September 2021 and of belonging to a proscribed organisation, namely Hezbollah. Makki faces an additional allegation of being involved in the preparation of terrorist acts, under section 5 of the Terrorism Act 2006.

The Crown Prosecution Service has authorised six charges under terrorism legislation against Makki, while Kassir has been charged with three offences.

Both men are due to appear at Westminster Magistrates’ Court today.

Commander Dominic Murphy, head of counter terrorism policing London, said: “These arrests and charges follow a painstaking investigation by detectives of Counter Terrorism Policing London, who have worked closely with a number of overseas law enforcement colleagues during the course of the investigation.”

Commander Murphy said: “These charges are yet a further demonstration that we will take robust action against anyone here whom we suspect as being involved in terrorist activity.” He added he did not assess there to be an ongoing threat to the wider public.

Detectives first arrested both men on 1 April 2025 at their home addresses. They were later released on bail, then rearrested on 10 December before being charged.
